A Tribute to a 30 year Director of the Borculo Public School Board, Hubrecht Schout
This was copied from the minutes of the Borculo Public School Board
Borculo Michigan July 12, 1920
A resolution in Memoriam
Whereas Hubrecht Schout, born on December 1, 1852, passed from our midst, taken away at the call of our Master on March 25, 1920 at the age of 68 years three months and 24 days while still the director of the board of the Borculo School, an honorary position which he faithfully filled for more than 30 years, we the voters of the Borculo School, assembled at our annual meeting, hereby wish to express our sympathy to the sorrowing widow and her children. Hubrecht Schout in our school life was an active worker, seeking the welfare of the community he served so long. He was honest and upright in all his services and duties which he always did with a glad heart. He was a man of peace, and respected by all who knew him for his wise counsel and sound judgment and the influence which he exercised. It was his firm conviction that no teacher was qualified to teach in our schools unless they have the Christian ideals so necessary for the upholding of the child’s mind. In his every day life and also during his last illness he has shown to us what a fine Christian character he possessed. Surely it was good that he was in our midst and may his memory be a guidance to us.
Resolved that the board people school district express the sentiments above by sending a copy of this to Mrs. H. Schout and putting a copy of it in the minutes of the annual meeting.
The above resolution was adopted at the annual school meeting of District Number Five Fractional of Blendon and Olive Township.

A map of 1955 shows the boundaries of this district. You can see that the Blendon is larger than the Olive area. On the Blendon Township side, the district begins on 80th Ave., and extends west to 96th Ave. in Borculo. On the Olive Township side, the district begins at 96th Ave. and goes west one mile to 104th Ave. which is the western boundary of the district. The south boundaries are about the same for both townships with Barry St. being on the boundary on the south to Polk St. on the north. Rural school houses were often about 5 miles apart so no student would have to walk greater than 2.5 miles to school.
As the need for school developed, a school board was chosen. The first meeting of this school board was held on Oct. 2, 1876. A site had already been chosen. It was a 0.5 acre site located on the north line of the E 1/2 of the W ¼ of Section 30 in Blendon Township. At this first meeting, the school board voted to erect a wood frame school house 20 feet by 26 feet at a cost of $250. They also voted to have 3 months of school the first year and to raise $50 for the teacher's salary. They approved $30 for the cost of the site and $15 for additional expenses. These decisions were all recorded in a minutes book that was kept since this very first meeting in 1876. This minutes book was used for the next 92 years until the school district merged with Zeeland in 1968. I still have the minutes book as my father was the last school board clerk to record minutes into it in 1968. It has been copied by Don VandenBosch and can be viewed on the Borculo website at http://borculo.weebly.com/borculo-public-school.html A few of the clerks recorded minutes in the Dutch language.
Some notes from the minutes book after the first meeting are as follows:
1877 – It was voted to raise $560 for the following: 1) $360 for teacher's salary, 2)
$80 for school furnishings, 3)$40 for painting, 4) $5 for a new outhouse, 5) $35 for fuel, and 6) $20 for bookkeeping, and 7) $20 for books for the poor.
1878 – Nine months of school was to be taught by a male teacher
1884 – 8 cords of firewood were approved at the lowest bid of $0.75/cord. It was to be delivered to the school. The wages of the school board members were set as follows: director $10/year, assessor $9/year, and the moderator $5/year.
1885 – Voted to enforce the law requiring children between the ages of 8 and 14 years of age to attend school regularly. INSERT PICTURE 2
1887 – Voted to build an addition to the existing school of 20 feet by 20 feet. A bid was accepted from John ten Broeke to light the fire in the stove for 4 cents a day.
1895 – School board purchases the following textbooks required by state law: Harpers Reader, Harpers Geography, Harpers Arithmetic, Harpers Copy Book, Harrington Speller, Swingtons Grammar, Steel Psychology, Barnes History, and Andrews Civil Government.
1906- Voted to hire a female teacher for the elementary grades for $29.00 a month for 9 months.
1908 – Voted to build a new 3 room school house at a cost of $2,900. The building committee was made up of the following men: Roelof Essenburg, Geert Bussis, Peter Lamer, John Bosch, Henry Koop, Paul DeGroot, and Henry Wesseldyk. They were to sell bonds to fund the construction of the new building.
1909 – A male teacher was hired for $70/month. A female teacher was hired for the primary room for $40/month.
1920 – It was decided to have the walls and ceilings redecorated.
1920 – Hubrect Schout dies while still serving on the school board. He had served 10 terms of 3 years each for a total of 30 years. He was Don VandenBosch's great grandfather.
1929 – Roelof Essenburg, my grandfather, retires from the school board after serving 9 terms of 3 years for a total of 27 years. He had 8 children who attended Borculo School. He also had 39 of his grandchildren attend there.
1938 – The school board buys 2 additional acres from the Bosch estate at a cost of $100/acre.
1939 – Voted that the band students be required to pay for their own band instruments.
1941 – Voted to add 9th and 10th grade classes to the school. They met in the basement.
1946 - 9th and 10th grades are discontinued at the school.
1952 - Voted to add a 4th room to the school building with a finished basement.
1959 – The Eagle School district located to the north merges with the Borculo School
district.
1968 – The Borculo School district merges with the Zeeland School system. At this time Mr. Plasman had been a teacher for 29 years at Borculo School, most of them as the school principal.
1968- My father, Martin Essenburg, retires from the school board after serving 8 years as the board secretary. He preserves the school board minutes book which had been used for 92 years.

First Borculo Schoolhouse with students. Picture contributed by Hershel and Shirley Weaver. The school building as it is shown in this picture appears to have been taken after a 20' x 20' addition was added in 1887. The original schoolhouse was 20' x 26' and was built in 1876 for $250.
From the minutes of the 1876 school board meeting:
"Next was voted to erect a frame school house, 20' x 26', and the sum of $250.00 was voted for building the same.

Planting trees with Mr. Plasman in 1945.
This is another tree planting expedition in either 1951 or 1952. The picture isn't clear enough to do much identifying, but in the front row, far right is Don VandenBosch, one of the next two looks like Floyd Walters, 4th is Ger Koop, then looking through the shovel handle is Ken Goodyke, Roge Steingenga, then perhaps Bernard DeRoo, and the last one I don't know. Behind Ken Goodyke is Harold Diemer, and the tall one behind him Glenn Essenburg. I think Rachel Blauwkamp is way on the right in the last row. I think I see other faces like Delores Weaver, Lucille Guerink, Bob Weenum, but I can't be sure.
My friend, classmate, and 'cousin' Rog Steigenga standing with Mr. Plasman at the hot dog roast. About 1954.
